Initiated by Ukraine’s Ministry of Education and Science in cooperation with the Ministry of Digital Transformation, NGO Osvitoria, and the Ukrainian Institute of Education Development, the All-Ukrainian School Online provides distance and blended learning to students in grades 5–11. Implemented on the Open edX platform by consulting and development partner Raccoon Gang, the platform scaled from 35,000 to 500,000 registered students—representing 18.5% of all pupils in those grades nationally. The platform remained operational through quarantine measures and wartime disruption, offering free access to students in occupied territories and abroad. With support from UNICEF Ukraine, inclusive features including sign language translation were added, extending equitable access across the country.
